Archangel said "shield recharge rate" and in essence he's correct. It has nothing to do with any nerf to the Super Hornet as you suggested.  The Sabre's shields are indeed OP as the result of a bug. 

From the link: "This status mean, that the Sabre is capable of reallocate its entire shield in 20 seconds, in short words, this means that if you can't deal 4800 damage to Sabre shields in 20 seconds, and disable all 4 shields, the regen will not drop and it will still be up."

So this upcoming week in-game where the Sabre is one of the two ships of the week will have a rather homogenous ship selection.

They are OP as a result of the high shift rate, but it is not that extreme as long as you can keep fire on a target. (mentioned in previous post). 

Regen delay is 15 seconds so as long as you hit a shield face in that 15 seconds then recharge for 15 seconds. If you want to go energy go laser repeaters and make sure you hit shield faces.
